The USA very much did make thoes distinctions and not only with segregation but the USA also had its very own eugenics programme that actually gave inspiration to the Nazi eugenics programme.

The 'architect of apartheid' in South Africa, Hendrick Voervoed, studied in Nazi Germany. He however, disagreed that race determined differences between races, largely following American social science.
He advanced systematic racial segregation on grounds of cultural self determination.
Point: You don't need to believe in a genetic basis of race to be racist. The Nazi's did at the core of their ideology, and generalized it. The US has such currents, but even their racism wasn't systematically generalized in that way.

On the birth control aspect, an interesting case study is Depo Provera - a long acting injectable contraceptive that began rollout in the late 1960s outside the US.
In apartheid South Africa, it was rolled out extensively under the explicit aim of limiting the growth of the black population.
In the rest of the world, it was taken up largely in the developing world and European welfare states.
The common thread it seems to me is that in places leading industrial production (as the US did then) it wasn't taken up because having more workers leads to greater surplus, in productivity and lower wages.
In places where claims on profit are made to preserve wider society, there is the inverse tendency: an attempt to limit wider society. Whether racialosed explicitly (South Africa) or not (welfare states and the third world).
