He did not sign up on what general Ross is planning and the avengers is a private organization so the military actually has no hold to them and also capt america did not endanger some teens not like what ironman did. Ironman has more criminal charges against him than with cap just only disobeying orders that he did not need to comply with.

@Luke-st8bcexcept that thunderbolt ross is in the picture and we know that is not a good thing, you can't trust thunderbolt ross with handling super heroes, he has no intention for the welfare of the heroes, tony knows how thunderbolt ross persues the hulk like an animal and tony is friends with banner. How can he accept ross? If banner is there he will tell tony not to trust ross coz ross has a hidden agenda that none of them knew.
