This is one of the things about government, about the men especially. The Men who made themselves wealthy in this exact way. The horse was never the military's or the governments property to auction off. If they thought it or someone owed for it's/their/the horse's care, then they are WRONG and breaking their own laws. They used the horse during a war as a soldier, which they had done and were still trying to make someone pay for the entire care of the horse during that wartime.
They are completely WRONG to do so and are very likely breaking their own laws as well, by basically double charging and/or taxing the horse and anyone who claimed the horse.

The horse never belonged to the government anymore than any other soldier belonged to the government.
IF anything the government OWES the owner and the horse, due to the fact that they enlisted the horse and used him with zero permission and zero compensation. Then they wanted to charge for his care, and recouping those supposed charges by auctioning off, again, something that did not belong to it.
The government OWES the horse and the man/"owner"/the horse's human, for either an hourly wage or for what is usually the governments' responsibility in the first place.
The horse's hourly wage, a bunk, in the barracks, daily supplies(clothing, boots, bedding, etc.), or the cash and/or room and board equivalent of what every soldier receives, even the lowest ranked human, but he already has a much higher rank!! Higher rank due to the facts that he was already trained, was loyal, could hear secrets, and keep EVERY SECRET ever told within earshot of him. He had zero disciplinary actions against him, not to mention the medical he was denighed while having his enlistment at minimum recognized while medical was being denied!! They cannot legally auction off any soldier to the highest bidder after war. PERIOD!!
So if anyone owed anyone anything it was the government owing both the horse and the human!!! The man or some solicitor needs to file on behalf of the horse, having been falsely, wrongly and illegally imprisoned, enslaved and then auctioned off with zero compensation!!!
