There are quite a few irl cases of first responders going on strike and the city falling into chaos. If they did this just because they knew the police wouldn't act imagine what would happen if they thought that they could also get away with it.

We are primates, chaos and violence is in our DNA, we just learned to suppress it. It doesn't need to be hardened criminals. One group starts it and then others follow along, as simple as that.

Considering that the girl is hired by the LAPD and using the LAPD official account, a criminal that commits a crime because of this post would have a good case for entrapment. The statement that crime doesn’t have repercussions anymore because of a get out of jail free card and the later statement in the episode that all crime was legal for 24 hours would grant a great legal defense for those who committed crimes in that period because they could just say that the only reason they committed those crimes was because of those posts, and that is the textbook definition of entrapment.
