Yes, Manhunter was the first film featuring Hannibal Lecter, but the book it was based on was Red Dragon and its story takes place before Silence of the Lambs. That's why in 2002 Brett Ratner directed Anthony Hopkins as Lecter in The Red Dragon with Edward Norton as Will Graham, the profiler who caught him.
