Likely everything was filmed on a public street, kind of usual for Hollywood. So there was a camera crew, directors and so on while people just fell to the ground playing being shot. The gun shots are obviously edited in later. Would you run away when you are on your way to a meeting or cafe and see some random movie crew filming a scene for the third time that day?

Two victims were hit in sequence too quickly by bullets from different rifles for a single shooter to have fired both hence two shooters.
Forensics would show bullets with two different striations created as the bullet traveled down the barrel. Alternatively, the two rifles might have had different calibers.
